High Court refuses reliefs sought in judicial review proceedings challenging the constitutionality of legislation under which the applicant was convicted for obstructing in the exercise by the water services authority, finding that: a) the applicant does not have locus standi to mount the constitutional challenge since no evidence was given to the District Court in his defence; and b) there was no want of fair procedure by the ruling given by the District Court where the applicant had sought to dismiss the claim against him in circumstances where it was not in fact argued that the case had not been made out, but rather on the basis that there was no defence.
