High Court awards costs to a partially successful applicant for judicial review concerning a county development plan, against which could be awarded the costs to the respondent of an application to remove a stay, on the grounds that the matter had been conducted economically, and that the costs upon which the applicant lost did not add significantly to the duration of the proceedings.
