The High Court awarded costs to the Information Commission and the Garda Commissioner of an unsuccessful appeal seeking access to records of An Garda Síochána stops and searches, affirming the Information Commissioner's decision that the records requested did not constitute "administrative records" related to human resources and were thus not subject to disclosure under the freedom of information legislation.
