High Court awards costs to the Standards in Public Office Commission against an unsuccessful applicant for judicial review, on the grounds that: there was no reason to depart from the rule that costs should follow the event; and the conduct of the applicant had been inappropriate in certain respects, including making an unfounded allegation of bias and filing an affidavit that did not comply with the court rules.
