Supreme Court, in a supplemental judgment: (a) grants an order joining the Dáil as a defendant to proceedings, notwithstanding that the proceedings had been largely determined, but where the Dáil was an appropriate party to the order and its interests had been represented at all relevant times; and (b) grants a declaration that the Public Accounts Committee of Dáil Eireann had acted unlawfully in conducting a public hearing in a manner that was significantly outside its terms of reference and significantly departed from the terms of an invitation to a citizen to attend for questioning.
Clarke J (judgment of the court): Supplemental judgment - whether the Dáil was an appropriate defendant to the proceedings - whether the actions of the Public Accounts Committee could be said to have been in significant breach of the terms of an invitation to appeal before it - terms of invitation - the actions of the committee.
