High Court grants order for a modular trial in a judicial review arising from the decision of the Health Service Executive to provide accommodation to a disabled and profoundly deaf person where nobody spoke the applicant's language (Irish Sign Language), on the grounds that the case was complex, many different reliefs were sought, and issues relating to damages should be considered separately from the other reliefs sought.
