High Court refuses judicial review of a disciplinary hearing of a prisoner, where a knife and razor blades had been found in his cell, on the grounds that: (a) the failure to provide CCTV footage to the prisoner was not a breach of fair procedures where the governor did not seek to rely on the said footage in the disciplinary hearing; (b) the prison governor had complied with the statutory requirements in relation to the preservation of the knife and making it available for forensic testing; and (c) the Minister for Justice had not been unreasonable in refusing to consider a petition from the prisoner.
