High Court refuses to quash District Court's decision not to entertain a second bail application, on the grounds that as repeated call had been made on the bail jurisdiction of the District Court it had been entitled to limit the right of the accused to apply for bail by requiring the applicant to establish a change of circumstances before entertaining the application.
Application seeking judicial review of decision of District Court to entertain a second bail application - applicant had been granted bail but was subsequently arrested for breaching his bail conditions - District Court refused to hear the application where there had been no change in circumstances - whether establishment of a change of circumstances is a condition precedent to the making of an application for bail subsequent to revocation of an earlier grant of bail.
