High Court makes orders for discovery in judicial review proceedings arising from an application to halt an independent board of inquiry to enquire into certain alleged breaches of discipline by a member of An Garda Siochana, finding that categories of discovery to include documents between the Commissioner of An Garda Siochana, a credit union that brought debt recovery proceedings against the applicant, and the solicitors for the credit union are discoverable, subject to restrictions, since they are relevant and necessary.
