Court of Appeal reviews a sentence from the Circuit Criminal Court, which had fully suspended a three-year prison term for a respondent involved in cocaine trafficking, and finds this to be unduly lenient, noting the absence of exceptional circumstances to justify a fully suspended sentence; and the court quashes the original sentence and imposes a new sentence of three years' imprisonment, with the final 18 months suspended, to encourage rehabilitation.
