High Court determines that an entire transcript in question does not constitute 'environmental information' under applicable Regulations governing access to information on environmental matters, thereby determining the appeal before the Commissioner of Environmental Information as final, the court also finding that the Commissioner no longer has jurisdiction over the request made by the First Notice Party, which initiated the appeal, and thus remittal for a new decision on the matter does not arise.
