Court of Appeal upholds the High Court's decision affirming the Environmental Protection Agency's (EPA) grant of a revised industrial emissions license to a cement plant, on the grounds that the EPA had engaged in a detailed and involved decision-making process, including an oral hearing, and had sufficiently considered the scientific evidence presented; and the EPA had appropriately exercised its discretion in determining the licensee to be a fit and proper person despite previous convictions for license breaches.
