High Court refuses an appeal by the Health Service Executive (HSE), upholding the Information Commissioner's decision to grant RTE access to records concerning HSE employees' compliance with disclosure obligations under ethics legislation, on the grounds that the HSE was not justified in refusing access to the information, except for personal contact details, which were correctly deemed personal information; and the court rejects the HSE's argument that releasing compliance information would breach third-party confidentiality, as the content of the interests declared was not part of the review, and RTE was not seeking those details.
