High Court refuses an application for judicial review sought by a self-represented litigant challenging the rejection of his notices of appeal by the Courts Service of Ireland, on the grounds that the proceedings were initiated out of time; that the substantive legal arguments presented by the litigant were incorrect; and that the litigant failed to engage constructively with the Courts Service to rectify the identified deficiencies in his appeal notices.
