High Court: (a) dismisses judicial review application against the Director of Public Prosecutions relating to child care proceedings, on the grounds that the DPP was not liable, vicariously or otherwise, for alleged misconduct by members of An Garda Siochana; and (b) refuses judicial review of child care decisions by District Court and Circuit Court, on the grounds, inter alia, that the applicant had failed to establish that the failure of the Circuit Court judge to recuse himself gave rise to an arguable case for judicial review.
