High Court refuses an amendment application in a judicial review case after the applicant's substantive issues became moot, in circumstances where the applicant initially challenged the decision to transfer him to Spain for assessment of his international protection application under an applicable EU Regulation, on the grounds that the Minister's subsequent decision to process the application in Ireland rendered the challenge to the transfer order, and there was no practical benefit in hearing a moot case, especially given the impending changes to the applicable procedure anticipated from an upcoming Court of Justice of the European Union judgment.
