High Court dismisses a challenge brought by a former juvenile offender, now an adult, who was excluded from the special procedural protections under statute due to having reached the age of majority before his case was brought before the Children's Court, on the grounds that the legislative intent of the statute is to shield children from the adult criminal justice system and that the procedural protections were never intended for adults; and the exclusion of the applicant from the special procedure was not arbitrary, capricious, or irrational, and thus not in breach of the Constitution or European Convention on Human Rights.
