The High Court, in a judicial review of a decision of the Minister for Housing to change the zoning designation of a site from residential to no zoning, grants an order on the application of the Minister directing him to provide a detailed statement of reasons for the decision. The court found the reasons provided in the impugned decisions to be legally inadequate, specifically failing to identify which of the many reasons given apply to the site in question, but gave the suggested direction in the interests of finding a pragmatic and flexible solution.
