European arrest warrant - application for order of surrender - whether application to High Court made “as soon as may be” after the warrant was transmitted to the Central Authority - section 13 European Arrest Warrant Act 2003 - section 11 of the Act of 2003 - whether sufficient information as to the offence - whether surrender would constitute an unlawful, unjust and disproportionate interference with the family rights of the respondent and his family.
