High Court, in judicial review proceedings, refuses an order of certiorari quashing the decision of the International Protection Appeals Tribunal refusing an Albanian national both refugee status and subsidiary protection, on the grounds that there was no breach of the applicant’s right to fair procedures, and the tribunal is not obliged to hold an oral hearing in every case.
