Court of Appeal directs the entry of a child's adoption from the Philippines into the Irish Register of Intercountry Adoptions, despite the adoption being finalised after the commencement of applicable legislation. The adoption was initiated well before the statute commencement, but procedural delays in the Philippines, including the illness of a judge, led to the final orders being issued after the statute came into force. The Court exercised its discretion under the statute, acknowledging the exceptional circumstances of the case, the good faith of the appellants and the retrospective effect of the adoption under Philippine law.
