High Court refuses to grant an extension for the duration of planning permission for a residential development project, finding that the works completed did not constitute "substantial works" as required by law. Despite the developer's commencement of site preparation and the expenditure of over €1 million, the court held that the works, which had not progressed beyond foundation excavations, did not satisfy the statutory criteria for an extension. The court also found no error in law or fact, no lack of fair procedures, and no irrationality in the planning authority's decision.
