Supreme Court: (a) makes reference to the Court of Justice of the European Union (CJEU) concerning whether a member state was obliged to decline to surrender persons to the United Kingdom pursuant to European arrest warrants in certain cases, given the issues arising from the UK's pending withdrawal from the EU; and (b) requests that the CJEU adopt an expedited procedure in light of the fact that every person the subject matter of a European arrest warrant was likely to raise the issue at hand and that some of them were likely to be in custody pending the determination of the reference.
