Court of Appeal dismisses appeal and upholds an order dismissing the plaintiff's application to extend the time to bring defamation proceedings, on the grounds that: (a) the notice of appeal lacked any grounds for overturning the decision of the trial judge; and (b) the court did not have jurisdiction to extend time given there was a failure to issue proceedings within two years from the alleged defamatory publication.
