High Court refuses leave to seek judicial review of the restriction preventing a resident of Northern Ireland from voting in an Irish referendum, on the grounds that: (a) the Constitution of Ireland explicitly linked the entitlement to vote in a referendum to the entitlement to vote in an election for members of Dáil Eireann; (b) the 1998 'Good Friday Agreement' did not of itself form part of the domestic law of the State; and (c) there was no basis to suggest that the inability to vote in a referendum was a breach of the European Convention on Human Rights.
