High Court, pursuant to an European Arrest Warrant, orders the surrender of a man to the Czech Republic to serve the remaining 44 months of a four-and-a-half year sentence for fraud offences, despite significant delay by the issuing state, on the grounds that the public interest in having the respondent serve his sentence outweighed his private interest.
