High Court refuses judicial review of a decision by the Personal Injuries Assessment Board to award €11,000 general damages to an applicant in respect of personal injuries, on the grounds that: (a) the relevant legislation did not require specific reasons to be given; and (b) there had been no breach of fair procedures in that it an objective observer would be aware in general terms of the reasons for the award.
