The High Court struck out proceedings brought by the plaintiff seeking an injunction to prevent three disciplinary appeal panel members from continuing to hear his appeal and to require a new hearing before an entirely new panel. Following the resignations of two panel members and a written commitment by the third not to participate further, the court determined that the core reliefs sought by the plaintiff had effectively already been achieved, rendering the proceedings moot. Consequently, the case was not heard on its merits, and all additional declarations sought by the plaintiff regarding alleged unfair procedures by the panel were also deemed moot, as a new panel would be constituted to hear the appeal afresh.
