High Court refuses to grant an order of prohibition in respect of a trial on a charge of assault causing harm dating back to May 2017 when the accused was 16, where the accused was not charged until February 2021, on the grounds that, while there was culpable prosecutorial delay, the accused had not established sufficient prejudice notwithstanding that he had lost the statutory benefits afforded to a child appearing on a criminal charge.
