High Court orders a halt to further development of a 90mw 19-turbine windfarm, pending a decision on the application for substitute consent, on the grounds that the project, already at an advanced stage, faced numerous material deviations from the original planning permission, which were deemed to require Environmental Impact Assessment and a Screening and Appropriate Assessment (AA).
